Recently, the Publicity Department of CPC Maoming Municipal Committee and the Civilization Office of Maoming Municipal Government announce the solicitation for “好心茂名” logo open to the whole community. This event is designed to develop Maoming’s image as a city of great virtue, consolidate citizen’s identity, summon up social morality, bring together positive energy for the city’s advance and create a civilized city. Rules and requirements of the solicitation are set out as follows:
1. About the logo
A “好心茂名” logo shall consist of graphics, fonts, colors and structure. Each applicant shall submit one 3D drawing and one graphic drawing for his or her design (available for both 3D emblem and print media).
2. Logo submission period
From now to June 30, 2017.
3. Entry requirements
(1) The logo submitted by the applicant shall be centered on “好心” (literally good heart) and stand out with well-defined theme. It can demonstrate Maoming’s distinctive human culture, history, locality and modern glamour. Maoming is the hometown of Lady Xian, the “Saintly Mother of Lingnan” respected by local people. Lady Xian strove to safeguard the country’s territorial integrity and national unity by upholding her motto of “from goodwill, with good deeds, for goodness” (唯用一好心). Former Chinese Premier Zhou Enlai called her “the First Heroine of China”.
The city is named after a Taoist called Pan Maoming in the Jin Dynasty who cured and saved people as a doctor. These two examples indicate that “好心” is regarded as a symbol of Maoming’s image. The logo shall reflect such cultural background and inheritance of such great virtues by Maoming citizens. The design shall embody Maoming citizens’ solidarity, harmony, integrity, inclusiveness, ambition for developing an ideal city under the guidance of the municipal Party committee and municipal government.
(2) The logo shall be original, expressive and appealing. It is a blend of local features, Chinese styles and international elements, easy to be understood and recognized by people from different regions and of different backgrounds.
(3) Simplicity, aesthetic perception, creativity and precise theme are requisite criteria. The logo shall be easy to understand by citizens and suitable for media promotion and communication with clear lines, expressive symbolization and strong visual impact.
(4) The logo shall be attached with text that introduces specifications (such as size, colors, materials for making emblem) and design conceptions (such as name, significance, implication and background).
(5) The logo shall comply with applicable laws, regulations, public order and moral. There is no restriction on design style or category. Applicant can provide one or many design proposals. Any design must be original, and not have been published previously in any form. The applicant fully has the intellectual property rights on any design he or she submits. The logo must not be identical to or resemble any other city’s logo or infringe on any copyright.
4. Submission
(1) Requirements for design proposal
The applicant shall submit “好心茂名” Logo Design Proposal (in electronic format or on CD-ROM) and Description for “好心茂名” Logo Design Proposal.
1) In the “好心茂名” Logo Design Proposal, the applicant is required to provide graphic design drawing and 3D rendering of the logo, including editable and outputable source electronic file(s), image file(s) in JPG or TIF format and other files necessary for guaranteeing the quality of re-editing or re-output and style, for example, files of fonts. Resolution of the design shall be at 300dpi or above.
2) In the Description for “好心茂名” Logo Design Proposal, the applicant shall introduce design idea, philosophy and implication (no more than 500). Descriptions for 3D design proposal and graphic design proposal must be submitted respectively.
3) The applicant’s name, biography, contact number and detailed contact address shall be submitted along with the design proposal.
(2) How to submit

5. Evaluation Procedure
The organizer will invite experts and professionalsto form an evaluation panel for reviewing the submissions and collect opinions or likes from the public via website or WeChat account. The organizer will discuss and make the final decision based on opinions of the panel and the public, and publish the result through the media.
6. Awards
One Grand Prize winner: RMB 30,000;
three First Prize winners: RMB 10,000 per person;
five Second Prize winners: RMB 3,000 per person;
ten Third Prize winners:RMB 1,000 per person.
7. Intellectual Property
(1) Copyright of any design submitted by applicant is legally protected. All intellectual property rights, including rights of prize-winning logos and, copyright and neighboring rights are owned by the organizer. The organizer reserves the rights relevant to the prize-winning “好心茂名” logos, including but not limited to the right to use, develop, modify, authorize, permit and protect such logos in any form. Any individual or organization is not allowed to use such logos without the consent of the organizer.
(2) The submitter is liable for any infringement of copyright and shall indemnify and hold harmless the organizer against any liability and loss caused by or related to such infringement committed by the submitter.
(3) Before the final result is published, the applicant is forbidden to participate in any other relevant contests with the same design the applicant submits for this solicitation. The submitter is liable for any legal dispute incurred by repeated submission. The winner cannot use his or her award-winning design for any commercial purposes except for exhibition.
8. Other notes
(1) Submitter’s name and identity shall be specified on the submission, otherwise the submitter will be responsible for any dispute caused by or related to unidentified submission.
(2) Please do not send the same design proposal for more than one time. In the case that the same design proposalis received for more than one time, the first one according to the time order will be chosen for evaluation.
(3) No fee is charged for any participation in this solicitation. In case any organization or individualcollects feefrom any participant in the name of this solicitation, the organizer reserves the right to pursue legal action.
(4) Submission will not be returned so designer shall keep a copy of the design.
(5)The Publicity Department of CPC Maoming Municipal Committee and the Civilization Office of Maoming Municipal Government reserve the right of final interpretation. If anyone submits a design proposal, then the submitter is deemed to have recognized the content of this announcement.

为打造“好心茂名”城市品牌，增强全市人民的认同感，形成最大道德公约数，汇聚推动茂名振兴发展的正能量，同创文明城市，共建好心茂名，中共茂名市委宣传部、茂名市文明办开展向社会公开征集“好心茂名”徽标（LOGO）活动。现将征集规则和要求公告如下：
一、征集内容
中共茂名市委宣传部、茂名市文明办向社会公开征集“好心茂名”徽标（LOGO），含图形、字体、色彩及组合。每款应征作品要提供立体和平面两种设计图（要求既可用于制作立体徽章，又可用于平面媒体宣传）。
二、征集时间
自公布之日至2017年6月30日截止
三、作品要求
（一）应征作品要以“好心”为核心，主题鲜明突出，体现茂名独有的人文、历史、地域特色和时代风采。茂名是冼太故里，冼夫人维护国家统一民族团结的“唯用一好心”精神影响深远，被尊称为岭南“圣母”，周恩来总理誉之为“中国巾帼英雄第一人”；晋朝时期道士潘茂名，悬壶济世、治病救人，隋初以他的名字作为地名，茂名市名由此而来，“好心”是茂名标志性的道德品格。应征作品既要体现这些“好心”历史文化底蕴，又要体现当今茂名身边好人不断涌现，崇德向善之风逐渐形成的“好心”文化传承，体现茂名人民在市委、市政府的领导下，同心同德、团结和谐、诚信包容、奋发进取，共建美好茂名的时代精神风貌。
（二）应征作品要匠心独运，有精准的表现力和丰富的感染力，在突出茂名地域特色的同时，兼具中国风格和国际元素，易于被不同地域和文化背景人士理解和认同。
（三）应征作品要简洁明快、富有美感、创意新颖、寓意贴切，容易被广大市民理解接受；要线条明朗、符号性强、有较强的视觉冲击力，易于宣传推广和视觉识别，适合长期在各类媒介传播。
（四）应征作品要附文字说明徽标（LOGO）的尺寸、颜色、材质（徽章制造材质）等技术指标，以及徽标（LOGO）的名称、意义、寓意、背景等设计理念。
（五）应征作品要符合国家法律法规和社会公序良俗要求，设计风格和类型不限，应征者可同时提供多套设计方案，但必须是原创，此前未以任何形式发表，具有完整知识产权，不得与其他城市徽标（LOGO）雷同或相似，不得侵犯他人著作权。
四、作品提交
（一）需提交的文件
应征作者需提交《“好心茂名”徽标（LOGO）设计方案》（电子版或光盘）、《“好心茂名”徽标（LOGO）设计方案说明》。
1．《“好心茂名”徽标（LOGO）设计方案》要提供作品平面设计稿及三维立体效果图，包括可供编辑和输出的电子源文件，格式为JPG或TIF的图形文件，以及字体等其他可能影响再次编辑、输出质量和样式的文件，作品分辨率不低于300dpi。
2．《“好心茂名”徽标（LOGO）设计方案说明》要阐述应征作品的设计思路、理念和含义（不超500字），每件应征作品必须分别提交立体及平面设计方案说明。
3. 应征作品须附上设计者姓名及个人简介、联系电话和详细联系地址。

五、作品评选

六、奖励办法
设特等奖１件，奖励人民币3万元；
一等奖3件，每件奖励人民币1万元；
二等奖5件，每件奖励人民币3000元；
三等奖10件，每件奖励人民币1000元。
七、知识产权
（一）应征作品的著作权受中国法律保护。所有获奖应征作品，著作权及相邻权等一切知识产权归属本次活动的主办单位所有。主办单位有权对获奖 “好心茂名”徽标（LOGO）设计作品进行任何形式的使用、开发、修改、授权、许可或保护等活动，未经允许，任何组织和个人不得擅自使用。
（二）应征作品如侵犯了他人著作权由投稿人负责，主办单位不承担任何责任，如因此给主办单位造成损失，投稿者应承担赔偿责任。
（三）应征作品在评选结果公布前不得重复参加其他相关评选活动，作品因重复投稿发生的法律纠纷，由该作品投稿者承担。获奖作品作者不得将其作品用于展示以外的其他任何商业用途。
八、其它说明
（一）所有来稿请写明投稿人姓名身份，因投稿人身份不明而产生的纠纷由投稿人自负。
（二）请勿重复投稿，如出现应征作品多个相同的情况，按时间顺序选用最先送达者的作品。
（三）参加本次活动不收取任何费用，如有单位或个人以任何名义向活动参与者收取费用，主办单位将保留追究法律责任的权利。
（四）所有应征作品投稿概不退还，创作者请自留底稿。
（五）中共茂名市委宣传部、茂名市文明办对本次活动规则有最终解释权，凡投稿者均视为认可本公告内容。
