The city government is now officially committed to hosting bases for the manufacture of world-level marine engineering equipment, state-level general aviation, and a South China intelligent equipment by 2025.
These objectives are outlined in the Implementation Scheme on Constructing ‘Made in China 2025’ Program Pilot City just released by the Development & Reform Bureau.
Eight major programs concern manufacturing innovation and upgrade, integration of industry and finance, as well as intelligent, green, Internet Plus advanced, and service-oriented manufacturing.

Zhuhai is an important component of the “Made in China 2025” Program “six city-one district” Pilot City Agglomeration Initiative on the Pearl River west bank. The cluster of Zhuhai, Foshan, Zhongshan, Jiangmen, Yangjiang, and Zhaoqing and Shunde district was ratified by the Ministry of Industry & Information Technology last year. Under the proposal, Zhuhai will accelerate development of advanced manufacturing to become an international innovation-based city and a core city on the west bank.
Up to 2019, scales of such high-end equipment as marine engineering, aviation and aerospace, and new-energy vehicles will be expanded. In the meantime, industrial competitiveness of intelligent precision assembly in a smart distribution grid, smart home, and energy conservation and environmental protection equipment will be significantly enhanced.
By then, features of high-end industry will become prominent with an independent innovation mechanism, and the technological innovation and graded talents systems of advanced equipment manufacturing greatly improved. The leading position of the “Made in China 2025” Program Pilot City Agglomeration Initiative on the Pearl River west bank is expected to better stand out. The outlook is for the city to become a significant growth pole in the area’s coastal and riverside advanced equipment manufacturing industrial belt.

Besides, Zhuhai will transform and upgrade traditional industries to enhance the overall competitiveness of manufacturing industries, and promote itself and the west bank into top places among high-level fast-growth regions.
Depending on leading enterprises such as Gree Group and China Aviation Industry General Aircraft (CAIGA), five to eight manufacturing innovation centers will be built to offer key generic technologies to major industries. About five world advanced R&D bases will be founded, new industrial ecology will be fostered, and initial innovation capability of industrial parks will be intensified. Moreover, technology entrepreneurship communities, technology startup incubators, emerging industry accelerators, and returned overseas students venture parks will be constructed.

As for intelligent manufacturing, Zhuhai plans to create an Intelligent Manufacturing business card with landmark characteristics and develop role models. For instance, smart home industry is represented by Gree; new-generation information technology by Founder Tech and Orbita; intelligent equipment by Gree and Intelligent Automation; and new energy battery by Zhuhai Titan Power Electronics.
In addition, Zhuhai aims to develop into a national intelligent manufacturing pilot and demonstration project nesting area by guiding leading enterprises. The city will also have national demonstration projects in discrete intelligent manufacture, flow process production, networked collaborative manufacture, large-scale personalized customization, and long-distance operation and maintenance services.
