An ABC Industrial Research Institute was proffered by 13 "Thousand Talents Plan" participants at the Expert Innovation & Entrepreneurship Symposium on Feb 24 and 25. ABC refers to artificial intelligence, big data, and cloud computing.
They along with the city itself are especially interested in attracting brilliant overseas Chinese entrepreneurs in fields such as artificial intelligence and manufacture, big data, and bio-medicine that coincide with Zhuhai's modern-industrial objectives.
In the early stages, the research institute is to establish an industrial guidance fund, construct a South China Headquarters Base, and organize annual international summits. It will then develop into an incubation, innovation, and entrepreneurship platform for ABC enterprises. The experts confirmed their resolution to start business in Zhuhai after spending two days doing surveys and negotiations.
About forty representatives of government departments, enterprises, and venture capital organizations were present.
Over two days, the Human Resources & Social Security Bureau hosted talent policy and business environment promotions, forums, and field studies in Hengqin New Area, the Zhuhai Hi-Tech Industrial Development Zone, and Jinwan District. The bureau wants more hi-tech achievers to settle and become commercialized in Zhuhai.

Zhuhai has already established a process to attract more talents via one-stop services. These include startup guidance, finance, tax reduction and exemption, venue support, personnel settlement, housing guarantee, family immigration, and children's school enrollment.
To date, the city has imported and cultivated 50 experts under the Thousand Talents Plan -- two having been selected to provincial innovation and entrepreneurship teams, and seven, including a Nobel laureate, having been designated Guangdong Provincial leading talents.
It has also imported and turned out more than a thousand high-caliber talents and outstanding youths, and founded more than 300 enterprises for returned overseas students. Some of the enterprises are now globally renowned, and some are listed on the stock exchange or New Third Board markets. They are considered the most vigorous entrepreneurial force in Zhuhai and contribute much to the city's development.

China initiated the Recruitment Program of Global Experts (known as the Thousand Talents Plan) at the end of 2008. The purpose was to attract overseas top talents back to China over the next five to 10 years. These returnees became involved in National Key Innovation Projects, National Key Disciplines and National Key Laboratories, central SOEs and state-owned commercial and financial institutions, and various industrial parks (mainly high-tech development zones). The plan calls for 2,000 strategic scientists or leading talents who could make breakthroughs in key technologies or enhance China's high-tech industries and emerging disciplines.
Provinces, cities, and districts also seek to bring in overseas high-level talents depending on local demands in economic and social development and industrial structure adjustment, namely the Hundred Talents Plan.
