A total of 433 lawmakers attended the second plenary meeting of the third session of the 6th Shenzhen Municipal People's Congress (MPC) on Saturday morning at the Civic Center in Futian District.
Three work reports were delivered by the Standing Committee of the Shenzhen MPC, the Shenzhen Intermediate People's Court and the Shenzhen People's Procuratorate.
"One part of our work is to improve the quality of legislation, and the No. 1 task is to push forward the enactment of talent work regulations and regulations on the administration of a national innovation demonstration zone to facilitate innovative development," said Qiu Hai, director of the Standing Committee of the Shenzhen MPC, the city's legislature.
Qiu stressed in the work report that people are the core to a city's competitiveness and the enactment of rules and regulations that benefit the building and development of the talent base in Shenzhen is of great significance to the sustainable and rapid development of the city.
In the year 2016, the Shenzhen Intermediate People's Court concluded 14,887 cases related to intellectual property rights (IPR), representing a 63.2 percent increase and accounting for one-third of all the IPR cases in Guangdong Province and one-10th in the whole country.
"We should center around the construction of an innovative city, and bring to full play the judiciary's dominant role in protecting IPR, and thus encouraging mass innovation and entrepreneurship," said Wan Guoying, president of the Shenzhen Intermediate People's Court.
Wang Yanlin, chief procurator of the Shenzhen People's Procuratorate, said that the procuratorate had paid special attention to service technology and innovation over the past year. "We have strengthened the judicial protection of the core rights of the parties engaged in scientific and technological innovation, trying to smooth out their worries in that respect."
In 2016, the city's procuratorate severely cracked down on IPR infringements, approved the arrest of 669 criminal suspects and initiated public prosecution against 682 people suspected of infringement on trademark rights, copyrights and commercial secrets.
Apart from that, the procuratorate also launched investigations into six officials, who had committed crimes by taking advantage of their duty and meddling in the approval of applications for high-tech funds or the granting of fiscal subsidies, thus creating a corruption-free and effective administrative environment for scientific and technological innovation.
