Recently, Guangdong government issued a document for deepening reforms of administration on investment in Guangdong Free Trade Zone (Guangdong FTZ). It mainly aims to simplify the administrative procedures with emphasis on separating business licenses from administrative approvals.
A specific list will be released for differentiating regulations of several pilot sectors. For instance, in some areas where the market mechanism is effective, administrative permits will be canceled; in other sectors, administrative permits will be replaced by registration, and companies can start their business activity as soon as they submitted relevant documents to authorities.
Also, the document refers to conduct an integrated administrative planning system. In short, all these measures are used to increase approval efficiency and make the processes easier.
