"In 2016, Hengqin Area will find its own approach to support Macao's diverse economic development and deepen cooperation with Portuguese-speaking countries," said Niu Jing, director general of the Hengqin New Area Administrative Committee in a press conference for the area's one-year operation on April 20.
Enhancing Guangdong – Macao Cooperation
Currently, 19 Guangdong – Macao cooperation industrial parks have reached agreement and 12 of which are under construction with more than 60 billion Yuan investment.
Hengqin area cut the negative list for Hong Kong and Macao enterprises by 30% to 90 items from the national negative lists issued by the State Council.
According to Niu, it is easier than before for Hong Kong and Macao enterprises particularly from modern service industry and other high-end industries to enter Hengqin.
The link with Portuguese-speaking countries
"Hengqin will build a strong trading platform for commodities from Portuguese-speaking countries and regions by taking advantage of Macao's international links," said Niu at the unveiling ceremony of Hengqin Area last year.
After nearly one-year operation, Hengqin has made great progress on international cooperation, especially with Portuguese-speaking countries. For instance, Hengqin set up its oversea economic and trade office in Mexico and Spain, successfully held the 9th China - Portuguese Speaking Countries Business Summit and established imported goods center for selling products from Brazil, Portugal and Angola.
Besides, a series of China - Portuguese Speaking Countries industrial parks are under construction such as the China - Portuguese Speaking Countries E-commerce base and Latin American Countries commodities trading center.
Niu claimed that Hengqin will keep in line with the international investment and trading rules like TPP, BIT, TTIP.
IPR Protection to benefit foreign companies
On the press conference, Hengqin launched 9 latest innovative measures, one of which is to set up the Hengqin Federation for International Protection of Intellectual Property (HFIPIP).
Foreign enterprises in Hengqin can benefit a lot from it. "For instance, it helps foreign enterprises to solve problems in trademark issues relate to registration and how to maintain their legal rights, etc," said Niu.
Such a federation is jointly-established by government, intellectual property institutions and enterprises. It aims to develop Hengqin into a highland regard of IPR by enhancing the use of intellectual property and protection.
Currently, enterprises and associations from Macao such as the Society of Macao Copyright and Macao International Intellectual Property Trading Center play important roles in the HFIPIP. According to Niu, HFIPIP will look forward to recruiting more members from Hong Kong, Portuguese-Speaking countries and the Belt and Road countries in future.
