The Qianhai Authority, Shenzhen Municipal Housing and Construction Bureau and Hong Kong Development Bureau unveiled a cooperation document in Hong Kong on Monday.
Hong Kong-funded construction projects in Qianhai can now hire workers based on the Hong Kong system.
The document allows Hong Kong developers to hire workers and organizations with Hong Kong-recognized skills to work in the Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.
The cooperation is a way for the Shenzhen and Hong Kong governments to learn about each other’s administration systems.
It is also a way to bring more Hong Kong-recognized professionals to Shenzhen. Architects, surveyors and engineering consultants will work in Qianhai under the new agreement.
The document also mentioned that the cooperation model might be gradually implemented for investment projects in the zone.
Applicants must be professionals with certificates from the Hong Kong government.
The document also said anyone employed under the plan is subject to mainland laws.
The Hong Kong Development Bureau will be responsible for making and updating a list of eligible people and organizations.
From the list, Hong Kong developers or investors can choose employees or partners.
Breaking laws or not following contracts will be reported to governmental departments in both Shenzhen and Hong Kong.
