Shenzhen's defunct parking meter service still has an estimated 19 million yuan (US$3.06 million) left sitting in its accounts, and cardholders can get a refund beginning July 13, a notice by the transportation and finance commissions said Wednesday.

The Kaoshuta Parking Management Co. ran roadside parking meters in Shenzhen for 10 years beginning in 1997. The service suffered problems because of poor operation and a lack of enforcement, leading it to be discontinued in 2007.

Holders of the old parking meter cards that were issued by Kaoshuta Parking Management Co. can get a refund of 152 yuan for every 100 yuan of the remaining balance on their cards. Cards that can’t be read will not be refunded, the notice said.

Those wanting a refund can go to Shenzhen Road Traffic Center at the East Wing of Fu’an Building at Futian Transport Hub during workdays between July 13 and Oct. 13 for the refund. They must bring their ID cards.

In the new roadside parking management system, drivers use mobile phone apps to pay parking fees.

The center said it will use the radio frequency-based identification technology (RFID) in the future to make it easier for drivers to pay parking fees.
