The National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, the Ministry of Commerce, the General Administration of Customs and the General Administration of Quality Supervision, Inspection and Quarantine have jointly issued the Circular on Rectifying and Regulating the Operational Services and the Charges on Imports and Exports (the "Circular").
According to the Circular, the said rectification and regulation tasks mainly involve three key areas which are port services, port inspection services, and import and export administration platform services. In particular, in the area of import and export administration platform services, any general public services that are proposed to be provided by a government shall be funded from the financial budget at the same level, and enterprises shall not be charged for such services through market participants such as the relevant information technology companies.
