In recent years, Guangdong has been bettering its environment for innovation and starting business. Pearl River Delta ranks No.2 on national innovation capability following Jiangsu in 7 consecutive years, according to 2014 Annual Report of Regional Innovation Capability of China.

On February of 2015, the provincial government issued 12 policies to accelerate the innovation on high technology, which pledges the great determination of Guangdong to lead the trend.

Guangzhou, the capital of Guangdong Province, aims to increase its research and development funds to 2.7% of GDP in 2017. According to Ma Zhengyong, the director of Technology Innovation Committee of Guangzhou, Guangzhou is working hard in innovation support, as an important city in this national innovation demonstration zone in Pearl River Delta.
In Shenzhen, local innovative enterprises have 90 percent of the city's research staff, research institutions, research investment and patents and those enterprises created almost one-third of Shenzhen's gross domestic product (GDP) or 500 billion yuan (about 80.5 billion USD).
Dongguan has been implementing the strategy of "replacing human labor with robot". So far, about 60% local industrial enterprises implemented that strategy. Moreover, the first intelligent unmanned factory (all production controlled by electronic computer) has established in Dongguan this year.
