Guangdong legislative officials announced a new rule about demanding local government at all levels setting up a legal consultative system will be officially launched on April 1, which is the first related rules released in China since central government called for rule of law in the 4th Plenary Session of the 18th CPC Central Committee.
New rules specifies the local team of legal consultative is made up of mostly staffs of local legislative officials, and certain number of professionals and lawyers. "It also confirms the leader of local legislative office is the senior legal consultative at the level of government", Wang Xuecheng, director of Legislative Affairs Office of Guangdong government spoke on the press conference on February 28.
The rules also specifies the conditions and requirements, rights and responsibilities of hired professionals and lawyers. He commented the new rules is a guidebook to boost the systemization and standardization of legal consultative in provincial government's work.
The next step of the new rule is that the local government will set up a related system to reinforce the detail of the rules, including hiring professionals in all levels of government, and launching new office of legal consultative specifically in country level of government and street administrative. Besides, a regulation concerning about the price standard and procedure of purchasing legal service from the society will be released before the end of the year.
Wang told the press that Guangdong has explored the path of legal consultative in government's work for more than 20 years. Nowadays, 15 out of 21 municipal government have launched the office of government legal consultative. 16 of them have hired professionals and lawyers to assist government law affair as legal consultative.
"The rules will contribute to the establishment of government's professional legal consultative team. It also shapes a pleasant image of law-governed Guangdong in future communication." Wang said.
