Guangdong last December agreed to expand commercial registration reform by adding Dongguan and Foshan's Shunde as pilot areas to adjust residence, paid-in capital, business scope and other registration items.

In March 2012, Shenzhen, and Zhuhai's Hengqin District carried out similar reforms in advance.

According to the state report, enterprises can add new business sites without re-registration as long as the residence and business sites are under the supervision of the same jurisdiction.

Zero RMB can be applied to the registration item of "Paid-in Capital" while actual capital must be reported before the enterprise submits its Capital Verification Report. Upon application of the enterprises, the item of "Business Scope" could be registered on the basis of the standard of national industry classification or the major categories, but an annotation should be added to mark the management right.

Guangdong enterprises continue steady and rapid development since the launch of commercial registration reform, according to provincial officials who said the province registered 5,163,900 businesses with a year-on-year growth of 5.91 percent by the end of 2012. (by Jecey)
