On 16th Jan, Guangdogn Dongguan published the < Executed Plan for Dongguan Approval Institution for Investment Project Reformation>, including 60 measures shortening the approval procedures for land use, planning and environmental protection. Hereafter, from the establishment of the investment project to examination and approval, it only takes 7 months to complete, the time of which was 18 months in the past. For example, the foreign investments lying within the categories of encouraged and permitted industries with the amount under USD 300,000,000, only need to file records at related governmental departments, whereas these investments must be approved by the government before. The Associate Director of Dongguan government indicated that on the purpose of attracting more foreign investments, Dongguan endeavors to change the approval for articles of association of foreign investment company to filing management, which is only executable in the Shanghai Free Pilot Zone, and Dongguan is hoping to be the first experimental pilot.
