VAT Pilots Spread Nationwide From August, 2013

According to the Circular on Launch of Value-added Tax Pilot Policy in Place of Business Tax in Transportation and Certain Modern Service Industry (“Circular”), the VAT reform pilot is extended nationwide from August 1, 2013.

The Circular stipulates that the VAT Reform, from this August, covers land transportation, waterway transportation, airway transportation, pipeline transportation, research and development service, information technical service, cultural and creative service, logistic auxiliary service, tangible property lease service, verification and consultation service and broadcasting service.

The tax rate of 17% will be levied on tangible property lease service, while 6% on other modern service. The tax rate of 11% will be applicable in transportation service, and 0% on some service granted by Ministry of Finance and National Taxation Administration.

The VAT reform pilot is launched in transportation and certain modern service, and where applicable, the production, broadcasting and distribution of radio, film and television works will be fit into the pilot.
