On March 10, 2012, State Administration of Industry and Commerce issued the Opinion on Promoting a Happy Guangdong ("Opinion") which consists of five parts with 32 articles in total, among which, 19 articles are concerning company registration.

The Opinion stipulates it supports Guangdong's reform in the way of registration mechanism, registration methods, qualifications for specific applicants and others. The Opinion simplifies the identification procedures for investors from Hongkong, Macau, and Taiwan, exempting them from submitting notarization and authentication documents. The simplified procedure of company registration for those investors is an important step to strengthen the cooperation among Guangzhou, Hongkong, Macau and Taiwan.
