The GDP of Guangzhou is expected to increase 12 percent and the growth of CPI will be controlled under 4 percent in 2008, said Mayor Zhang Guangning in his government work report on February 17.

The report is delivered in the Third Session of the Thirteenth National People's Congress of Guangzhou which inaugurated at the Baiyun International Conference Center on February 17 and would last for 6 days.

The city will boost the development industry cluster in east, north and south regions to narrow the gap between different districts. New materials, environment-friendly energy, new software and new measures will help enhance the innovation capacity, according to mayor Zhang.

Meanwhile, people’s livelihood, including housing, education, prices and public security, are also highlighted in the government work report.

This Session, for the first time, invites 80 citizens to audit the proceedings.

It was learned that from 2008, the Guangzhou NPC will adopt a new departmental budget deliberation method and this is to be the first session to have all the departments submitting their budgets for deliberation.

At the same time, the Session will carry through special deliberations related to the budgets of the Bureau of Health of Guangzhou Municipality and the Bureau of Education of Guangzhou Municipality. The municipal level budgets approved by Guangzhou NPC will be released to the public. All the departmental budgets shall be published on their own internal network, the so-called "Sunshine Finance" networks, so as to be supervised by all sides.

This Session has prepared a special corresponding website(http://rdh.rd.gz.cn), whereby all citizens can "attend the meeting as non-voting delegates" via this website. They can also send their opinions and suggestions by email to the Session-Secretariat-appointed work team.

On the afternoon of February 20, the Session will have a press conference, at which Mayor Zhang Guangning will answer questions from the reporters on the subject of the government work reports.
