Experts predict that by 2010, Guangdong will need 2.2 million skilled workers, which means in the coming 3 years, the province need to attract 1 million more.

Guangdong has been expanding the vocational education and encouraging enterprises to give on-job training and grand certifications to skilled workers. By June this year, the province has 1.28 million skilled workers, including 197,500 senior ones.

In July 2006, 10 Guangzhou enterprises started to adopt a new related evaluation system and their experience had been melted into Guangdong Labor and Social Security Bureau's newly issued rules on the evaluation of skilled workers, which will take effect from October 1. According to the new rules, a worker will be evaluated by his work-related knowledge, techniques and ability to solve problems emerged in the workplace.
