NON-PERMANENT residents in Dongguan would find it easier to buy cars and obtain license registrations on condition that they had lived there for at least one year, the Information Times reported Monday.
The city had previously allowed people without permanent residence permits to buy cars only if they had permanent residents as guarantees and put up 100,000 yuan (US$12,000) as guarantee money.
Migrants are required to show their temporary residence permits and ID cards when buying cars. Taiwanese can apply for residence permits through the Taiwanese businessmen's association and people from Macao and Hong Kong are also eligible.
The new policy went on trial in four big legal car trading centers Nov. 1 before being extended to the entire city next year, according to Dongguan's traffic police. Car buyers can choose their plate numbers at the trading centers. They can obtain the plates within 45 minutes once their details are verified.
