Nearly 10,000 jobless youths in a town could mean a threat to the town's peace. And how can these young people feed themselves in the future is another big problem. Jiulong town, in Luogang district, Guangzhou, is making effort to save their 10,000 local youths.

Most of these youths are from local peasant families, whose land had been taken over by the government and now are living on the land compensation and bonus distributed by the town company that is responsible for the land management and other related business. They do not have much schooling and professional skill training, and most of them can not find a decent job. The district and town governments have organized several job fairs for them, which then quit their jobs very soon and complained about low payment and hard work.

From July, the town will issue new policy to "force" these youths to receive vocational education. The youths going to school will enjoy a 2/3 tuition fee off discount and the rest 1/3 will be covered by their land compensation. The families that are not willing to send their jobless youth to school will be fined.

It is expected that the youths are able to find more decent and higher-paid jobs after the schooling. And the coming autumn term will see 2000 to 3000 Jiulong youths returning to school.

Luoguang district is planning to build a vocational school in Jiulong town, with an input of 270 million RMB, with an aim to help the local jobless youths.
