Guangzhou ranks second after Shanghai when it comes to most wanted workplaces in Chinese cities for overseas returnees, according to China’s Ministry of Human Resources and Social Security.
As China continues to get prosperous, the ratio of individuals going abroad to those returning fell from 3.15:1 to 1.28:1 in the decade ending in 2015. Talented individuals are coming back to China at an unprecedented pace.
More returnees coming to Guangzhou is attributed to its preferential policies for them.
The city not only provides a very positive employment and entrepreneurship environment for these returnees but also offers incentives like settling-in allowances, special funds and easy access to Guangzhou household registration (commonly known as hukou).
According to relevant regulations of Guangzhou, returnees who have established start-ups or worked in state-run companies or institutions in Guangzhou after October 1, 2012 will be given settling-in allowances as long as they fit any of the following conditions:
1. Have an overseas doctoral degree
2. Once engaged in overseas study above the level of a doctoral degree
3. Hold a master’s degree with at least five-year overseas work experience
4.Other conditions also might apply, depending on an individual’s situation
Special funds have been established to improve the returnees’ living and working conditions and sponsor activities such as returnees’ short-term service in Guangzhou, participation in lectures, technical assistance and international academic exchanges.
Returnees also are able to become permanent Guangzhou residents if they meet certain requirements in terms of academic qualifications and age.
Academic qualifications requirements :
1. Overseas bachelor’s, master’s, doctoral and post-doctoral degrees
2. Overseas returnees who get preferential qualification certificate for overseas students in Guangzhou
Age requirements :
1. Bachelors under the age of 35
2. Masters under the age of 40
3. Doctors under the age of 45
