Objective
SHIB will complete infrastructure system for hi-tech R&D, industrialization and hi-level education. It will have modem basic installations and service facilities. There will be appropriate division of labor across various districts. Each district of SHIB will be built to be a world famous ecological hi-tech industrial corridor in coordinate with the development of satellite towns nearby.
During the Tenth Five-Year Plan, SHIB will have developed to the scale of 15-20 square kilometer, with 132 projects of total investment value of 99.3 billion RMB. It is expected to realize industrial output totaling 200 billion RMB by 2005 in the belt. By the end of Eleventh Five-Year Plan, SHIB will have completed development of 20-25 km, introduced and developed more items. By 2010 the industrial output will have approached to the value of more than 400 billion RMB.
Developmental Principle
The principle is strengthening land management, developing step by step, and keeping sustaining development, while promoting intensive use of urban land, and keeping in coordinate with the development of satellite towns.
Under the guidance of the whole program, each plan should be fulfilled gradually according to developmental condition, industrial structure and actual situation of investment promotion. We must strengthen coordination and carry out the plan step by step, as well as work hard, actively and safely, while avoid mass action and waste of land resource.
Management Mechanism
SHIB carries out a three-level management mechanism, which comprises level of leading and decision-making, coordination and management. Leading and decision-making level is leading group of SHIB with secretary of Shenzhen Municipal Committee of the Chinese Communist Party as group leader. Coordination level is administrative office of SHIB. Management level is administrative organization of each park.
Progress
In 2001, the industrial output realized 83.8 billion RMB, the export value achieved 4.58 billion USD, and tax revenue reached 3.46 billion RMB, which increased by 53, 54, and 34 than that of 2000 respectively. With three-level management mechanism being primarily manifested, investment promotion and capital attracting have been carried out. Eight broad heading kinds of initial program (including 22 items), which comprises program and development outline of SHIB, industrial program, information program, land planning, municipal basic installation program, program of each district, environmental protection program, and quality program, have been completed.
