In the Guangdong-Hong Kong cooperation joint conference, both sides agree that within the framework of CEPA, the Greater Pearl River Delta including GD and HK will become one of the most dynamic economic regions in the world in the coming one or two decades.
Guangdong will become one of the most important manufacturing bases in the world, and Hong Kong is to be one of the most important financial, logistics and services centers. The two sides can achieve win-win development through close cooperation.
To achieve the above aims, both sides agree to promote the integration of resources in the two regions and to upgrade the level of Guangdong-Hong Kong cooperation based on the framework of "Front Office-Back Factory". That is to take Guangdong's advantages in manufacturing, technology, market, labor forces and resources and Hong Kong's advantages in international commerce and trade, finance, administration and talent, so as to establish a system of co-existing manufacturing and services in the Greater PRD.
